Lotito Submits Financial Plan For Flaminio Stadium As Lazio Push For Approval


The development of Lazio’s new Flaminio Stadium has now shifted to the Rome Municipality, as the club have completed their initial studies and submitted their financial-economic plan. The next step will be the conference of services, officially launching the approval process, as reported by Il Corriere dello Sport.


After months of anticipation, Lazio president, Claudio Lotito, formally submitted the club’s financial plan for the Stadio Flaminio to the Campidoglio on March 6. The proposed stadium, with an estimated cost of €438 million, is designed to accommodate 50,570 spectators, divided into five sectors. Additionally, the plan includes 4,419 parking spaces, with 1,899 already existing, while the rest will be developed in key areas such as Via Camposampiero, Piazza Mancini, Corso Francia’s underpass, and Viale di Tor di Quinto.


To fund the project, Lazio plan to take on €283 million in 30-year loans, repaying them in installments as construction progresses. The club will also contribute €85.6 million through self-financing, receive €24 million in public contributions, and allocate €45.6 million to cover VAT costs.


According to Il Messaggero, Lazio aim to complete the stadium by mid-2029, with the first match expected to take place in the second half of the same year. The new facility is set to be classified as a “UEFA Category 4” stadium, making it eligible to host major international finals. Lazio also intend for the stadium to serve as a venue for EURO 2032.

The five spectator sections will be structured as follows:

  • West Stand (VIPs and Authorities) – 9,895 seats, with access from Via De Coubertin and Viale Tiziano.
  • East Stand13,120 seats, accessible from Corso Francia.
  • North Stand13,790 seats, accessible from Corso Francia and Viale De Coubertin.
  • South Stand9,995 seats, accessible from Viale Tiziano.
  • Guest Section3,770 seats.


A key element of the proposal focuses on mobility solutions, outlining how fans are expected to reach the stadium:

  • 35% by subway
  • 15% by bus
  • 5% by tram/train
  • 25% by car
  • 11% by motorbike
  • 3% by bicycle
  • 0.5% by taxi
  • 4% by shuttle bus
  • 1-2% on foot


The project has now reached a crucial phase, with the Rome Municipality set to evaluate the proposal within the next week. Lazio’s project is up against the Roma Nuoto proposal, which already initiated its conference of services a week ago. The Municipality’s decision will play a decisive role in shaping the future of the Flaminio Stadium.
